I didn't read the first book in the series but I still understood most of the story. I found it interesting how religion, religious tolerance, and feminism were addressed.

Voices has very little to do with the previous book 'Gifts', and will not answer any of the questions you had from it. It wasn't until more than half-way through the book that I realized it was just under 20 years later that this story takes place. The only thing tying 'Gifts' and 'Voices' together is that it is from the same world (though in a different part of it - away from the Uplands), and that the two main characters from the previous book play a supporting role in it.
In and of itself, the book is interesting, and wraps itself up neatly.
